Supervision over Manufacturing of Metal Structures for Three Gorges Shiplock

1999年3月,国电公司中南勘测设计研究院三峡建设监理中心受项目法人中国三峡总公司委托,承担三峡工程永久船闸金属结构设备制造监理工作。随后进行了金结设备制造监理部的组建工作,建立了以中南院三峡建设监理中心为监理单位,由中心副总监兼金属结构设备制造总监全面负责的一部五站监理机构。根据区域分散的特点,实行监理中心、监理部、监理站三级管理并以合同为依据,以质量为中心,以进度为主线,以投资为重点,立足制造现场,按照“公正、独立、自主”的原则,实施“三控制、一管理、一协调”的全过程、全面的控制、两年多来,金属结构设备制造监理部依照合同约定的监理范围和内容,做了大量的开拓性工作,确保了合同顺利实施。

Since in March 1999, the Three Gorges Supervision Center, Mid-South Investigation & Design Institute has undertaken the supervision over the manufacturing of metal structures and equipment for the Three Gorges double-way and five-step shiplock, entrusted by the project legal entity-the China Three Gorges Project Corporation. The supervision organization structure includes one department (Supervision Department of manufacturing of metal structures and equipment) and five stations to take full responsibility for the overall supervision led by the chief supervisor of manufacturing of metal structures and equipment that held concurrently by the vice-chief supervisor from the Supervision Center. In the light of scattered manufacturers located over country, management is carried out at three levels (Supervision Center, Supervision Department and Supervision Station), in connection with contracts as basis, quality as center, schedule as deadline, and investment as emphases. The supervision is performed mainly on the manufacturing fields. According to the principle of justness, independence and autonomy, an overall process management mode is carried out through three-control, one management and one coordination. Over past two years, the Supervision Department has made much innovative effect to ensure contracts are performed smoothly, pursuant to the scope and specific requirements stipulated in the contracts.
