谈我国宪法意识的提高

On the Improvement of the Consciousness of Constitution

我国宪法意识薄弱之现状已是公认的事实 ,这在学者们的诸多著述与文章中均可以散见。本文作者试图探求改善我国宪法意识的途径。首先 ,提高国家机关尤其是政府、法院的宪法意识 ,因其工作范围和性质决定了他们对宪法的态度和作风直接对社会产生广泛的影响。其次 ,应提高政党的宪法意识。最后 ,要提高公民的宪法意识。

At first,the author points out that we should improve the consciousness of the state organization in China,especially government.The consciousness belongs to the brain category,but in order to improve the reality that the consciousness of constitution is weak in China,we should firstly stress the consciousness of constitution of state organization.Because among the violations of the constitution in China,a great number of unconstitutionality are attribute to the state organization especially government organ.The author also emphasizes the constitutional consciousness of judge.Secondly we should improve the constitutional consciousness of the party.Owing to the particular position of the party in power and the political tradition that party and the government are always mixed up,many events of disrespecting the constitution exist.Party often surpasses the constitution to issue orders to people.Thirdly we must improve the constitutional consciousness of the citizen.On one hand we can rely on the education or media to develop the political habits of respecting and protecting constitution among the citizen.On the other hand,we can strengthen the system construction.
