水利管理运营体制改革值得研究的若干重要问题

Study the Key Issues of Operational System Re- form of Water Resources Management

水利管理运营体制改革主要涉及四个方面的问题:一是水利究竟属于什么样性质的行业,二是水利资产如何运营管理,三是水利行业要不要实行政企分开,四是水利行业怎样尽可能地充分发挥市场机制的调节作用以搞好水利资产的运营。回答这四个问题要体现四个方面的要求,即既要体现市场经济对各行业的一般要求,又要考虑水利行业的特点;既要遵循国际惯例,又要充分考虑中国的国情;既要力求解决目前存在的突出矛盾和问题,又要考虑现有基础的利用和社会的承受能力;既要考虑眼前的需要,又要体现改革的方向和发展的长远要求。

Operational system reform of water resources management is basically related to four respects: (1) nature of the water sector; (2) how to operate and manage water assets; (3) necessity of separating government functions from those of enterprises; (4) how the water sector make a full play of regulation function of market system so as to make an effective operation of water assets. In order to answer these four questions, it is necessary to consider the requirements in the following four respects: (1) general requirement of market economy to each sector, at the same time considering the feature of the water sector; (2) following the rules of international practice and also taking account the local condition in China; (3) putting efforts on those intruding conflicts and problems existed currently, but also considering use the existed basic infrastructure and bearing capacity of the society; (4) not only meeting the current needs , but also leading the direction of reform as well as meeting the long-term requirement of development.
