浅谈水资源管理中的资源配置

General Survey on Resources Allocation in Water Resources Management

从水资源在可持续发展中的基础性地位和至关重要的作用出发,在介绍世界水资源管理的几种主要模式的特点的基础上,强调了水资源统一管理对提高水的利用效率的重要作用,指出水资源优化配置是实现水资源可持续利用的重要手段。从分析水资源的自然、经济、生态等基本特征,提出水资源科学配置的必要性和紧迫性,重点探讨了充分发挥政府配置和市场配置双重作用,实现以两级政府为主、市场调节的水资源配置机制。

On the basis of introducing main feature of several models in water resources management in the other countries, and from the viewpoint of the basic role of water resources in sustainable development, the article underlines the essential role of integrated management of water resources to the increase of water use efficiency, and points out optimized water allocation is an important mean for realizing sustainable utilization of water resources. It puts forward the necessity and urgency of scientific allocation of water resources by analyzing main feature of water resource of natural, economic and ecological etc. and also highly emphasizes that full exploitation of double allocation through the government as well as the market system is necessary, so that a water resources allocation system of letting the government dominant and market assistant may be accomplished.
