摘要
新修订的《公务员法》中规定了录用公务员办法:公开考试、严格考察、平等竞争、择优录取.综合我国公务员制度推行26年来的经验做法,公务员录取办法应采取的机制有:公开考试主要是利用多媒体把招考的政策、法规与详细信息、方法、程序、结果公开,考试包括考试的内容与笔试、面试和实际操作等方式。严格考察的实质是招考单位的工作态度问题,考察的内容包括应试者的政治思想、道德品质、廉洁自律、工作表现和实绩等,考察方式包括查阅档案、开座谈会等.平等竞争是录用的重要的手段,平等是指应试者的法律地位,凡符合报考资格的应试者都有参加录用考试和被录用的权利;竞争包括应试者以个人的德才条件参加录用考试,录用中的资格审查、笔试、面试、体检、考察等环节都充满着竞争.择优录取是录用的结果,择优包括德才兼备、以德为先的择优标准和考试、考察飭方法,录取包括按录取程序操作及对少数民族地区与特殊职位录取公务员的政策等.
The Civil Servant Law of the People’s Republic of China(Revised Draft)prescribes that the employment of civil servants adopts measures of open examination,strict inspection,equal competition and employment on the basis of competitive selection. The mechanisms for implementing these measures include the following:In terms of open examination,a recruitment notice should be publicized through various media channels,covering the information about the policies,relevant laws and provisions,detailed information,measures,procedures and results for the said examination; the examination shall be carried out in written form and by interviews,or through hands-on operation. As for strict inspection,it shall be carried out by the employing organ, covering political qualifications, morality, integrity and self-discipline, work performance and achievements,through reviewing personnel files or records,conducting dialogues or discussions,etc.,to get the full knowledge of the candidates. Equal competition is an important means of employment. Equality means that each examination applicant enjoys equal legal status. Anyone who meets the qualification requirement for the examination application is entitled to entering the examination and be employed; Candidates shall enter the examination according to their merits and capabilities,with competition running through each link of the examination,through qualification screen,written examination,interview,health checkup,to inspection; and the best shall be selected and employment shall be made based on the final results of the examination and inspection,following the principle of paying importance to both ability and integrity and putting integrity first. The employment is made in accordance with the procedures for the recruitment,and policies for employment of civil servants in an autonomous region or for certain posts as well. However,there are problems or malpractices in implementing the measures for recruiting civil servants. For instance,some who are only good at"getting high scores in examinations"but with not much competence and knowledge may take advantage of the rigid examination; there are cases that employment inspection has done only for formalities’ sake; and in some even worse cases,"a post is set up specially for a certain person"and"some positions are designated for certain candidates"; the criterion for selecting the best tend to be too arbitrary; and some posts are too cold to attract the adequate ones.
