延安时期,在边区、县、乡三级政权中,县政府是边区各级政权的枢纽。中共一方面通过制度建设,从县级区划设置、县政组织架构和县政运行机制等方面凸显县级政权的枢纽地位;另一方面以政治道德作为规范县政的重要基础,既推动县政民主建设,又通过大力培育和弘扬政治道德实现政治目标和政治程序的基本要求。县长在县政建设中承担"指挥员"和"战斗员"角色,并将"一切工作在于村"确立为县政建设的根本方向。县政建设的根本任务是乡村建设问题,"一切工作在于村"是延安时期县政建设的根本方针,这不仅成为中共革命发展壮大的奥妙所在,也表征群众路线是"延安道路"的生动体现。
