建国70年来中国共产党反官僚主义的制度向度

Institutional Dimension of the CPC’s Anti-Bureaucracy Experience in the Past 70 Years

官僚主义与党的性质和宗旨是根本背离的,加强党内政治文化建设必须反官僚主义。建国70年来,党的历代中央领导集体都对官僚主义等党内不良政治文化采取了坚决的反制措施,其制度向度日益凸显,且随着时间推移,以制度反对官僚主义逐渐成为主要手段。虽然因为时代条件与具体实践有所不同,制度发挥的效果也不尽相同,但以制度反官僚主义的思想既一脉相承,又不断创新发展,积累了丰富的以制度建设反对官僚主义的思想成果和实践成果,但也有教训需要汲取。回溯这一历史演进轨迹,可以发现,几代共产党人经过不断努力和不懈探索,对于反官僚主义的认识不断深化、制度建设路径日趋科学。

Bureaucracy is fundamentally divorced from the nature and tenet of the Communist Party of China(CPC).To build better political culture within the CPC,we must fight against bureaucracy.In the 70 years since the founding of the People's Republic of China,the central leaderships have taken resolute measures against bureaucracy and other unhealthy political cultures within the CPC.Their institutional orientation has become increasingly prominent.Over time,institutions have gradually become major means to fight against bureaucracy.Although the effects of the institutions are different due to different conditions and practices at different times,the central leaderships have been consistent in the notion of using institutions to fight against bureaucracy with continuous innovation and development,and have achieved great accomplishment in institutional construction against bureaucracy in both ideology and practice,but there are lessons to be learned.Looking back on this historical period,we can find that several generations of communists,through continuous efforts and exploration,keep improving their understanding of anti-bureaucracy campaigns and adopting more scientific approaches to institutional construction.
