Operation Mode of PPP Project in the Sports Characteristic Town

针对体育特色小镇的运作模式进行研究,提出了I+P模式、BT0T模式、PFAS模式等三个全新的运作模式.这三种模式各有其特点,I+P模式利用互联网达到资源和信息的共享,大大节约了人力、物力和时间;BTOT模式在项目的设计、规划、定位、布局、融资、建设、运营等方面进行资源的共享,同时也对基础设施公共服务提供者、消费者和生产者三方关系进行重新定位和塑造;PFAS模式的现金流稳定,风险较低.三种模式的最终目的是能够减缓政府的财政压力,把投资风险降到可控范围内,同时可以保障投资者获得相应的收益.

The operation mode of sports characteristic towns is studied,and three new operation modes,I+P mode,BTOT mode and PFAS mode,are put forward.These three modes have their own characteristics.I+P mode makes use of internet to achieve sharing of resources and information,and saves a lot of manpower,material resources and time.In BTOT model,the resources are shared in the project's designing,planning,positioning,layout,financing,construction and operation,etc.At the same time,the tripartite relationship among infrastructure public service's providers,consumers and producers are relocated and reshaped.PFAS model has stable cash flow and low risk.The ultimate goal of the three models is to alleviate the financial pressure of the government,to reduce the investment risk in a controllable range,and to make sure that the investors can obtain the corresponding returns.
