美国国防机构对电磁防御问题的判断及对策

摘要 国防设施的电磁防御问题日益受到美军的重视。2018年8月,美军多个国防机构成立了旨在加强美国电磁防御能力的电磁防御工作组,该工作组对美国当前所面临的电磁防御问题进行了全面的分析,通过研讨提出了针对美国及北约在电磁脉冲和地磁干扰、敌方5G网络战略威胁、定向能和高功率微波系统、电磁频谱政策、管理和机构等4个领域需要解决的7个方面优先事项,并从国家、地区、本地等三个层面给出了建议,针对各优先事项提出了考虑预防、防护和恢复等问题的应对措施。电磁防御工作组的工作充分证明了美国军界对未来战争中电磁防御问题的重视。 Today, electromagnetic defense challenges can conceivably threaten a nation’s survival. To address direct EMS threats to the United States and its allies, the electromagnetic defense task force(EDTF) was formed by an initial cadre of more than 40 departments of defense organizations. On 20-22 August 2018, the electromagnetic defense task force(EDTF) hosted an inaugural summit, which was designed to aid and encourage actions to recover footing of US technological lead in EMS. The EDTF evaluated a wide range of EMS activities identifying four major issue areas and seven sub-priorities: electromagnetic pulse(EMP) and geomagnetic disturbance(GMD), strategic treats arising from adversary 5 G networks, directed energy and high-powered microwave systems, and EMS management. In prioritizing recommended actions, three key phases were identified: prevention, mitigation, and recovery.
