新修订的政府信息公开条例已经发布实施。此次修订,最核心的内容之一,就是政府信息公开处理决定的类型化。何为类型化、为何类型化、如何类型化,中国方案与世界通行方案有什么异同,这类问题在此前并未受到太多关注,理论滞后于实践。此次修订,有关方面对相关问题做了全面深入的分析论证,并据此形成了相应的立法方案。新政府信息公开条例所确立的政府信息公开处理决定类型化方案,既是对现实问题的回应,也是基于实践经验对理论的发展。

The newly revised regulation on the disclosure of government information has been announced and implemented. One of the core contents of this revision is the categorization of government information disclosure decision. Questions such as what categorization is, why categorization and how to categorize, and what the difference between China solution and the world universal solution is did not attract much attention before, and theories lag behind practice. In this revision, comprehensive and in-depth analysis and argumentation are conducted, and on this basis, a corresponding legislation solution is worked out. The categorization solution clarified for government information disclosure decision in the new regulation not only serves as a response to realistic problems but also represents theoretical development based on practical experience.
