摘要
基层政府公共服务项目化外包实践是公共服务社会化改革的落脚点,关注其实践特征及逻辑是理解公共服务社会化改革现状及瓶颈的重要窗口。近年来,随着中央顶层设计的加强,宏观政策从模糊转向清晰,推动了基层政府公共服务项目化外包实践特征的转变。既有研究尚未关注宏观政策转变过程中该实践本身的历时性变化及其意义。本文通过比较不同政策时期基层政府在项目生产、项目发包、项目评估三个环节上的变化,探讨其实践特征及逻辑的演变,揭示基层实践中公共服务社会化正在发生的变革及困境。
Governmental public service outsourcing projects at the grass-roots level is the foothold of the public service socialization reformation.Paying attention to its practical characteristics and logic is an important window to understand the current status and bottleneck of public service in socialization reforming processes.In recent years,with the strengthening of the central top-level design,the macro-policy has shifted from fuzzy to clearand promoted the transformation of governmental public service.By comparing with the changes of the grass-roots government in the three stages of project production,project contracting and project evaluation are under different policy periods of time.The author tries to analyze the evolution of its practical characteristics and logic.Meanwhile,this paper attempts to reveal the changes and dilemmas in the socialization of public services at the grass-roots level.
