社会组织“依附式”发展中的自主空间限度与拓展——基于H工作室的行动逻辑分析

The Boundaries and Extension of Social Organizations’ Autonomy Space in the “Depending-style”Development——An Analysis Based On H Studio’s Practice Logic

在社会组织发展的宏观制度环境中,国家的社会组织发展策略和管理体制使其只有依附于政府才能获得发展,但社会组织的自身能动性也在中观和微观层面上引导着社会组织的发展。本文以社会组织“依附式”发展中的自主空间拓展为问题意识,在跟踪观察H工作室个案的基础上,探索在现有体制框架内社会组织自主空间拓展的行动逻辑。本研究发现,政府在功能定位和资金来源、组织结构赋权等关键性资源的控制和支持导致社会组织对政府的依附。政府控制和引导下的作用发挥和利益契合能够使社会组织获得较为充分的功能性自主空间,但也限定了社会组织的结构性自主空间边界。社会组织在依附发展的同时,也会通过自我赋能积极承接新职能和汲取横向社会资源等能动性发挥,拓展新的自主发展空间。在这一过程中,平衡好“依附”和“自主空间”拓展的关系,成为社会组织更好发展的关键。

In the macro-institutional circumstances of social organization development,the development strategy and management system of the State’s Social organizations make them dependent on the government to obtain the development.However,the self-motivation of social organization development also lead the conditions on the meso and microcosmic levels.This paper takes the autonomy space of social organizations in the“depending-style”development as the fundamental research subject,based upon the observation of the H studio’s practice,it explored the practice logic of social organizations autonomy space under the control and guidance of government.The study reveals that the government’s directive support of key resources such as function enabling.The funding and organization empowerment makes the social organization’s dependence on the government.The functions of government such as control and support combination could make social organizations to obtain autonomy,yet set the boundaries for social organizations at the same time.In progress of the“depending-style”development,social organizations also actively undertake new functions through self-empowerment and exploit horizontal social resources to extend their autonomy space.Therefore,balancing between“dependency”and“autonomy extention”has become the key for the sustainable development of social organizations.
