社会组织行动推动政社关系重构——以辽宁省RE学会为例

Reconstructing the Relationship between Social Organizations andGovernment:Attempt of RE Association in Liaoning

政社关系与政府职能转移是学界关注的重要议题。本文在简要回顾政社关系发展及其模式的基础上,通过辽宁省RE学会的田野调查发现,社会组织的主动作为可以有效影响政社关系重塑,逐步构建“政府-企业-社会组织”的三元互动合作性秩序。在这一结构中,互动主体为企业和社会组织,政府则扮演桥梁和监管者的角色。借鉴资源依赖理论,社会组织构建的互动结构是与外部情境交换资源的结果。社会组织主动尝试构建政社关系为政社互动提供了新思路,未来发展应该着重调动组织负责人的企业家精神与培养组织整体的主体意识;政府应明确划分权责、加强社会组织立法以及适时退场来全面激发社会组织活力。

The government-civil society relation and the governmental function transfer are vital issues for scholars.Based on the brief literature review on the development of the government-civil society relation,the paper takes the RE association in Liaoning to illustrate that the social organization has the impact on reform the government-civil society relation by its positive actions,which can further form the cooperative order amongst the government,enterprise and civil society.In this structure,the enterprise and civil society occupies the main position and the government plays the role for connection and supervising.The resource dependence theory indicates that the changing of source to external environment could enhance the construction of social organization.Social organization take the inititiative to try to construct political and social relations,which provides a new way of thinking for political and social interaction.Future development should focus on mobilizing the entrepreneurship of organizational leaders and cultivating the overall subjective consciousness of the organization.The government should clearly divide the powers and responsibilities,strengthen the legislation of social organizations and withdraw in time to stimulate the vitality of social organization in and all-around way.
