土壤环境监测质量监督体系的设计与实践

Design and Application of the Supervision System for Soil Environmental Quality

针对国家土壤环境监测网管理需求和土壤监测技术特点,按照“建规则—控过程—设监管—有评价”的国家土壤环境监测网质量管理总思路,建立了具备全程序、全要素管理理念,内部质量监督为主、外部质量监督为辅,评价标准规范量化的国家土壤环境监测网质量监督体系,并通过多层级、多方式、多措施、多元化管理措施的运行模式予以实施,有效保证了国家土壤环境监测质量监督工作的完成,促进了整体监测技术和质量管理水平的提高,为质量管理体系总体质量目标的实现提供了坚实保障。

Aiming at the management requirements of the national network of soil environmental monitoring(NNSEM)and the characteristics of soil monitoring technology,and according to the general idea of“building rule-controlling process-setting up regulation-conducting evaluation”,in this paper,the quality supervision system for NNSEM has been established.The established system satisfy the management concept of whole process and whole element,which focuses on internal quality supervision and takes external quality supervision as a supplement,normalizes and quantifies the evaluation standards.The application of the system is based on an operational mode of multi-level,various patterns and diversified management measures and effectively ensures the completion of the national soil environmental monitoring quality supervision and promote the improvement of the overall monitoring technology and quality management level,provide a solid guarantee to achieve the goal of overall quality for the quality management system as well.
