多主体视角下的协同防灾减灾激励机制研究

Synergistic Incentive Mechanism of Disaster Prevention and Reduction under Multi-agent Perspective

为了提高防灾减灾成效,形成社会各界积极防灾的新局面,本文以激励机制为导向,梳理了国内外相关研究,从多主体利益视角探讨了防灾减灾过程中行为主体的策略选择逻辑以及各主体之间的利益博弈关系,构建了多主体协同防灾减灾激励机制分析框架,系统梳理了防灾减灾的激励机制体系。在此基础上,结合我国防灾激励机制的现状及问题,对我国如何建立更加完善的防灾减灾激励机制体系进行了探讨和思考。

In order to improve the effectiveness of disaster prevention and risk mitigation,and to create a new prospect that multiple stakeholders actively engaged in disaster mitigation works,this paper focuses on the interplay of disaster prevention strategy decision-making and multi-level interests of diverse stakeholders.On the basis of reviewing the literature of research and practices both home and abroad,this paper proposes a multi-agent based incentive mechanism and a study framework for incorporated disaster prevention and risk mitigation.In addition,it discusses the problematic situation that China faces,in preventing disasters and mitigating risks,and then explores recommended alternatives to improve.
