防灾减灾救灾体制机制改革的政策分析

Preliminary Thoughts on the Reform of Disaster Prevention,Mitigation and Relief System and Mechanism

中共中央、国务院印发的《关于推进防灾减灾救灾体制机制改革的意见》和中央财经委员会第三次会议专题研究的提高我国自然灾害防治能力问题,系统阐述了加强推进防灾减灾救灾体制机制改革、加强自然灾害防治的重大意义、指导思想和原则、总目标和重点工程,为进一步做好新时代防灾减灾救灾工作提供了根本遵循和行动指南。本文从认识我国自然灾害严重的基本国情、“两个坚持、三个转变”、统筹灾害管理和提高科技支撑水平四个方面阐述了初步考虑,并结合典型案例对部分观点进行了详细说明。

The Recommendations on Promoting the Reform of the System and Mechanism of Disaster Prevention,Mitigation and Relief issued by the Central Committee and the State Council and the thematic study of the Third Meeting of the Central Financial and Economic Committee on improving the ability of natural disaster prevention and control in China are systematically elaborated on strengthening the reform of the system and mechanism of disaster prevention,mitigation and relief and strengthening the prevention and control of natural disasters.Significance,guiding ideology and principles,general objectives and key projects provide the fundamental guidance and action guidance for further disaster prevention,mitigation and relief work in the new era.This paper expounds the preliminary thoughts from four aspects:recognizing the basic national conditions of serious natural disasters in China,“two perseverances,three transformations”,coordinating disaster management and improving the level of scientific and technological support,and illustrates some viewpoints in detail with typical cases.
