高校教研室“中心化”发展的若干问题 被引量:3

摘要 高校教研室源于新中国成立初期的“教学研究组”,是我国高校学习苏联模式的产物。在我国高等教育发展过程中,教研室在高校教研工作中扮演着重要角色。但由于种种原因,高校教研室在当代的发展遭遇了前所未有的困境:忽视组织建设,边缘化趋势明显;缺乏自主权,偏离教研中心;管理不善,组织功能弱化;等等。在重视本科教育的政策导向下,高校教研室应得到重建,在院系基层组织中发挥核心作用,走“中心化”发展道路,定位于院系基层组织的“学术中心”“发展中心”“交流中心”“评估中心”。为了实现教研室的“中心化”发展,高校应加大院系基层自主权,重视教研室的建设与发展;建立高效合理的管理机制;以活动促交流,为院系师生在交流中谋求发展;加强评估督导,实现组织与教研双向发展。 The college s teaching-research institute originated from the“teaching-research group”in the initial founding of New China,which is the product of the Soviet model learned by Chinese colleges.In the process of the development of higher education in China,it plays an important role in the college’s teaching-research work.However,due to various reasons,the development of it has encountered unprecedented dilemma.Followings are the examples:the organization construction is neglected;the trend of marginalization is obvious;autonomy is unimproved and executive color is heavy;mismanagement,organizational function is weakened.Under the policy orientation of attaching importance to undergraduate education,it should be rebuilt,which must play a central role in the grass-roots organizations of colleges and departments,be“centralized”and be positioned on the“Academic Center”,“Development Center”,“Communication Center”and“Evaluation Center”.In order to realize the centralized development of it,the college should strengthen the autonomy of the grass-roots level organizations and attach importance to the construction and development of it,establish efficient and reasonable management mechanism,promote communication through activities,seek development for the teachers and students by communication and strengthen evaluation supervision and realize bidirectional development of organization and teaching-research.
