On the Connection and Difference between Terrorism and Extremism

《反恐怖主义法》对恐怖主义的含义有明确界定,但对极端主义却予以留白处理,仅将极端主义界定为恐怖主义的思想基础。实践中,恐怖活动与极端主义活动在行为主体的多样性、行为目标的多层次性方面具有一致性,但在政治指向性、组织化程度与行为方式等方面却存在一定差异。正因为恐怖活动与极端主义活动彼此交错,故恐怖主义犯罪与极端主义犯罪在信念支持、行为主体、行为表现、侵害法益等方面呈现出复杂的差序关系。

The Anti-Terrorism Law has a certain definition of the meaning of Terrorism,but it has dealt with Extremism and only defines Extremism as the ideological basis of Terrorism.In practice,terrorist activities and extremist activities are consistent in the diversity of behavioral subjects and multi-level behavioral goals,but there are certain differences in political orientation,organizational level and behavioral methods.Because terrorist activities and extremist activities are intertwined with each other,terrorist crimes and extremist crimes present complex different order relations in terms of belief support,behavioral subjects,behavioral performance,and infringement of legal interests.
