广东省114家妇幼保健机构的效率分析

Efficiency analysis on 114 maternal and child health care institutions in Guangdong

目的对广东省114家妇幼保健机构进行效率分析,为资源优化配置及政府制定服务需求政策提供依据。方法以固定资产、职工数、总支出、床位数为投入指标,出院人次、手术人次、总收入、门急诊人次为产出指标,使用DEAMALMQUIST方法,分地域、机构级别及评审级别对妇幼保健机构效率进行比较。结果全要素生产率(TFP)提高的65家(57. 0%),减退的49家(43. 0%);按地域分,珠三角的效率最高(1. 013),西翼最低(0. 987)。按机构级别分,省级效率最高(1. 031),县级最低(0. 997);按机构评审级别,三级甲等效率最高(1. 023),一级未评等级最低(0. 988)。结论在全省范围内,珠三角地区及三级妇幼保健机构的总体效率高,各级卫生部门需要重点加大对三级以下级别,东部市级地区,西翼和山区地区的县级、市辖区级妇幼保健机构的投入和管理。

Objective To analyze the efficiency of 114 maternal and child health care institutions in Guangdong,provide a basis for optimal allocation of resource and decision-m aking of the government for service requirement.Methods Input indicators included fixed assets,staff num ber,total expenditure,and bed num ber,output indicators included discharge num ber,surgery num ber,total revenue,and outpatient num ber,DEA-M ALM QUIST method was used to compare the efficiency of maternal and child health care institutions in Guangdong according to region,level of institutions,and evaluation grade.Results Among 114 maternal and child health care institutions,total factor productivity(TFP)increased in 65 institutions(57.0%)and decreased in 49 institutions(43.0%).According to region,the efficiency was the highest in Pearl River Delta(1.013)and the lowest in West Wing(0.987).According to level of institutions,the efficiency was the highest in institutions at province level(1.031)and the lowest in institutions at county level(0.997).According to evaluation grade,the efficiency was the highest in Grade ID Level A hospitals(1.023)and the lowest in non-rank institutions(0.988).Conclusion In Guangdong Province,the total efficiency is high in institutions of Pearl River Delta and Grade Ⅲ Level A hospitals.The health administration departm ent should increase the investment and management of institutions below Grade Ⅲ Level A lev el,institutions in east region at city lev el,institutions at county and city levels in West W ing and mountains region.
