摘要
主要依据日文档案资料,首次对"在华日本人商业会议所联合会"的成立,及其在1921年召开的第一次会议上相关"山东问题"的秘密讨论与最后提请给日本外务部的"极密"议案内容进行梳理,从而揭示出,近代日本商业会议所是以"民间经济团体"的"合法"身份,在保护日本商人权益的同时,实际在为日本"国家利益"服务。
Mainly based on Japanese archives,this paper is an observation of the historical facts of the establishment of the“Japanese Federation of Chambers of Commerce in China”,the secret discussion of the“Matter of Shandong”in its first meeting in 1921,and the“extremely secret”motion which was submitted to the Japanese Ministry of Foreign Affairs in the end.The paper reveals that the modern Japanese Chambers of Commerce protected the rights and interests of Japanese businessmen as a“legal”,“non-governmental economic organization”,and at the same time,it actually served the“national interests”of Japan.
