反贫困指数的开发与应用——以陕西省某贫困县为例

Development and Application of Anti-poverty Index: Taking a Poverty-stricken County in Shaanxi Province as an Example

为了研究反贫困指数的开发与应用,运用统计综合评价方法,构建了包括反贫困过程、反贫困工作完成度、脱贫攻坚满意度3个维度在内的反贫困指标体系,基于指标体系给出了反贫困指数的测算方法,用陕西省某贫困县实际调研数据进行了测算。结果表明:构建的反贫困指数具有科学性、可行性、普适性等特点,可以客观地反映扶贫现状,为下一步制定扶贫政策提供理论依据。

The development and application of the anti-poverty index are studied here,and the statistical comprehensive evaluation method is applied to construct an anti-poverty indicator system including the anti-poverty process,the completion degree of anti-poverty work and the poverty alleviation satisfaction degree.The calculation method of anti-poverty index is given based on the original index system.The actual survey data of a poverty-stricken county in shaanxi province is used for calculation.The results show that the constructed anti-poverty index has the characteristics of scientificity,feasibility and universality,which can objectively reflect the current situation of poverty alleviation and provide an accordingly basis for the following formulation of poverty alleviation policies in poverty-stricken areas.
