基于民生满意度调查的北京市民生发展指数编制

Compilation of Beijing People’s Livelihood Development Index Based on Survey of People’s Livelihood Satisfaction

民生问题与百姓生活密切相关,关乎人民群众的生活质量,关系社会和谐稳定。关注民生、重视民生、保障民生和改善民生是中国共产党执政的一贯目标,但是如何客观量化民生工作状况,鲜有公认的方法。以北京市为例,依据扎根理论,构建系统的民生评价指标体系,在对市民进行民生满意度测度的基础上,编制民生发展指数。应用结构方程模型证实各个维度对民生发展指数均有显著影响。研究表明:东城区民生发展水平最高,高学历和高收入的群体民生满意度较高,中年群体民生满意度偏低。

The issue of people's livelihood is a problem closely related to the lives of the people.It is related to the life quality of the people and to social harmony and stability.It is our party's consistent goal to pay attention to people's livelihood,attach importance to people's livelihood,protect people's livelihood and improve people's livelihood.However,there are few recognized methods for how to objectively quantify the status of people's livelihood work.Taking Beijing as an example,based on the grounded theory,we construct a systematic evaluation system of people's livelihood,and then compile the livelihood development index on the basis of measuring citizens'livelihood satisfaction.The structural equation model confirms that each dimension has a significant relationship with people's livelihood development index.The results show that the level of people's livelihood development in Dongcheng District is the highest,the people's livelihood satisfaction of high-educated and high-income groups is higher,and the people's livelihood satisfaction of middle-aged groups is lower.
