当代俄中关系的某些特点

Some Features of Contemporary Russia-China Relations

在中俄双边全面战略协作伙伴关系中逐渐出现一些实质性的新特点。莫斯科和北京的领导人希望根据世界政治中的新趋势和两国提出的倡议调整双边关系。尽管遭遇西方制裁和不停的抵制,俄罗斯经济仍在稳定发展。2018年下半年,北京明确了对俄务实合作的优先领域,首先是能源合作、原材料供应合作、贸易等领域。现在俄中在组织联合两国科技智力和生产潜力,探索各种合作和发展新形式,包括产能合作与技术合作,利用电商等当代贸易形式,直接过渡到在贸易等合作形式中使用本币结算。俄中在网络空间尝试在实践中搭建国际信息安全平台,在各种组织内开展合作。必须进一步完善人文合作,要依靠高水平的活动来提高文化对话质量,增进相互了解。目前迫切需要制定应对和消除制裁压力的统一战略,急需根据现有对话机制协调不同集团国家之间的利益,金砖国家和俄印中对话机制的作用必然会提高。

Some substantial new features have gradually emerged in the comprehensive strategic cooperative relations between China and Russia.Leaders in Moscow and Beijing want to adjust their relations according to the new trends in world politics and initiatives by both countries.Despite western sanctions and constant resistance,Russia's economy is growing steadily.In the second half of 2018,Beijing identified priority areas for practical cooperation with Russia,starting with energy cooperation,raw material supply cooperation and trade.At present,Russia and China are organizing and combining the scientific and technological intelligence and production potential of the two countries to explore various new forms of cooperation and development,including production capacity cooperation and technical cooperation,the use of e-commerce and other contemporary forms of trade,and the direct transition to the use of local currency settlement in trade and other forms of cooperation.In cyberspace,Russia and China are trying to build an international information security platform and carry out cooperation in various organizations.We must further improve people-to-people and cultural cooperation and rely on high-level activities to improve the quality of cultural dialogue and mutual understanding.There is an urgent need to formulate a unified strategy to cope with and eliminate the pressure of sanctions,and to coordinate the interests of different groups of countries in accordance with the existing dialogue mechanism.The role of BRICS countries and the Russia-India-China dialogue mechanism will surely be enhanced.
