以习近平“三个第一”引领人才素质培养

On Cultivation of Talent Quality under the Guidance of Xi Jinping’s "Three Firsts"

2018年两会期间,习近平总书记提出了“三个第一”——“发展是第一要务,人才是第一资源,创新是第一动力”。“三个第一”引领人才素质培养,首先要提升人才素质培养的重视度:以落实党的主体责任为“牛鼻子”,以改进人才素质培养支持机制为着力点;其次要落实人才素质发展的全面性:将人才素质的“车轮胎”“发动机”和“方向盘”全面结合;最后要突出人才素质培养的创造力:外界提供有利于创造力发展的育人环境,个体自身要累积知识、参与实践和科学用脑。

During the two sessions of 2018,Xi Jinping put forward“Three Firsts”——“Development is the first priority,talent is the first resource and innovation is the first force.”It is necessary to use“Three Firsts”to guide quality training of talents.Firstly,people should value training quality of talents:Implementing the main responsibility of the Communist Party of China is the“essence”and improving the support mechanism of training quality of talents is the focus.Secondly,people should implement the comprehensiveness of the development of talents quality and integrate talent quality’s“tyre”“,engine”and“steering wheel”fully.Finally,people should highlight the creativity of training quality of talents:The outside world provides the educational environment that is beneficial for people to develop creativity and Individuals should accumulate knowledge,participate in practice and use brain scientifically.
