“供给侧改革”视阈下的大众民主及其治理——基于国内外经验的考察

Mass Democracy and Its Governance from the Perspective of Supply-side Reform ——Based on investigations of experience at home and abroad

任何国家都面临大众如何或在多大程度上参与政治事务的问题。作为公众政治参与的一种模式,大众民主也存在着供给侧改革的需求。大众民主的供给侧主要包括民主权利的供给和管理制度的供给。当前,大众民主权利的供给存在着抽象、过剩或不足的问题,大众民主的管理供给存在着制度供给不足、法治管理欠缺以及认识不到位的问题。大众民主治理的供给侧改革必须强化党对社会主义民主政治的组织和领导作用,加强大众民主管理制度的有效供给,提升民主供给质量,避免劣质民主的输送;同时,必须坚持循序渐进、缓步慢行的供给原则,切忌急躁冒进。

Any country is faced with the question of how or to what extent the public participate in political affairs. As a mode of public political participation, the mass democracy also has the demand for the supply side reform.The supply side of the mass democracy mainly includes the supply of democratic rights and the management system.At present, there exists an abstract, surplus or insufficient problem in the supply of democratic rights for the masses, and also some problems in the supply of democratic management for the masses, such as insufficient system supply, lack of rule of law management and inadequate understanding.The supply-side reform of mass democratic governance must strengthen the Party′s organizational and leadership role in socialist democratic politics, reinforce the effective supply of mass democratic management system, improve the quality of democratic supply, and avoid the transmission of inferior democracy. At the same time, we must adhere to the principle of gradual supply and avoid rash advance.
