党的十九大报告中,习近平同志再次把精准扶贫提高到新的战略高度,并对脱贫攻坚工作提出了新的思想、新的目标和新的征程,我国精准扶贫战略即将进入最后的收官阶段,农村基层治理现代化也面临着新的挑战和机遇。如何进一步提升农村基层治理现代化,特别是有效发挥“第一书记”在精准扶贫和基层治理现代化中的作用,解决好贫困村基层组织在脱贫攻坚过程的各种问题,走出“治理能力困境”,成为我国脱贫攻坚事业能否夺得最终胜利的关键。

In his report to the 19th National Congress of the CPC,Xi Jinping once again raised the targeted poverty alleviation to a new strategic height,and put forward new thoughts,new targets for the new journey of alleviation,which demonstrates that China′s targeted poverty alleviation strategy is about to enter the final stage of closure.Subsequently,modernization of rural grassroots governance also faces new challenges and opportunities.How to further promote the modernization of rural grassroots governance,in particular,how to effectively give play to the role of"the first secretary"in the modernization of targeted poverty alleviation and community-level governance and solve various"difficulties in governance"of grass-roots organizations in poverty-stricken villages in the process of poverty alleviation may turn out to be the key to the ultimate success of poverty alleviation.
