摘要
培育优质特色小镇是实现乡村振兴、拉动经济发展的重要举措。目前我国特色小镇PPP项目在融资过程中常面临较高风险,为准确评价其融资风险大小,在考虑到评价模糊性及随机性的基础上,本文提出了一种基于组合赋权及云模型的融资风险评价方法。首先运用AHP及信息熵理论确定组合权重值;其次运用云模型理论给出了风险评价等级标准云模型及综合评价云图,通过二者的相似度来判断最终风险等级。最后以元氏县产业新城PPP项目方案为例进行实证分析,检验了PPP模式下特色小镇项目融资风险评价模型的科学性及适用性。
Cultivating high-quality featured towns is an important measure to achieve rural revitalization and stimulate economic development.At present,China’s featured town PPP project always faces high risks in the financing process.In order to accurately evaluate the financing risk,considering the fuzziness and randomness of the evaluation,this paper proposes a combination based on weighting and cloud model financing risk assessment method.Firstly,AHP and information entropy theory are used to determine the combined weight value.Secondly,the cloud model theory is used to give the standard of cloud model of risk evaluation grade and the comprehensive evaluation cloud figure.The similarity between the two is used to judge the final risk level.Finally,the empirical analysis of the PPP project of Yuanshi County Industrial New City is carried out to test the scientificity and applicability of the financing risk assessment model of the characteristic town project under the PPP model.
