图书馆众筹：社会资本协同治理公共文化服务体系

Library Crowdfunding: The Participation of Social Capital in the Governance of Public Cultural Service System

文章梳理国内外图书馆众筹的研究现状,以公共管理学为理论基础,对图书馆众筹进行认知剖析。图书馆众筹是社会力量参与公共文化服务体系建设的形式之一,是私人自愿供给公共物品的方式,是社会资本协同治理公共文化服务体系,是实现我国公共文化服务由传统体制下国家一元供给、管办合一、高度集权的文化管控模式,向市场经济背景下政府、市场、社会多元主体共治模式渐进转型的可选路径。文章从众智、众筹、众扶三个角度理解图书馆众筹的治理机制,对图书馆众筹未来发展路径提出了四条举措:构建图书馆众筹的垂直平台、以负面清单模式降低准入门槛、以责任清单模式理顺各方职责、以权利清单模式规定各方权益。

This paper makes a survey of studies on library crowdfunding at home and abroad.Guided by theories of public management,it makes an analysis of the elements of library crowdfunding.It is pointed out that library crowdfunding is one way for social forces to participate in the construction of public cultural service system,in which public goods are provided voluntarily.Through library crowdfunding,it might be possible for social capital to participate in the governance of public cultural service system,and the latter could transform from the traditional model of government supply and management to the new model of the collaborative governance by government,market and social forces.Library crowdfunding could be examined from three aspects of public wisdom,crowdfunding,and public support.There are four possible development paths of library crowdfunding,i.e.,constructing the vertical platform of library crowdfunding,reducing the entry barriers by making a list of exclusions,making clear each party’s responsibilities,and making clear each party’s interests as well.
