军民融合深入发展的新模式探究

Discussion of New Model of the In-depth Development of Civil-military Integration

军民融合作为国家的重大战略部署,是促进国防安全进步、科技水平持续提升、经济有序增长的重要抓手,我国目前正处于从初步融合迈向深度融合的重要阶段,恰逢百年不遇之大变局,亟需立足国情、顺应大势、科学把握、明确目标,在统筹全局下做好军民融合,赢得战略优势。通过对军民融合的背景、意义及发展历程的描述,阐述了军民融合的概念及发挥的作用,结合国内外军民融合发展现状的分析研究,进一步描述近年来军民融合所取得的成果,梳理出我国军民融合发展的暂存问题,提出并探究军民深度融合发展的新模式。

As a major strategic deployment of our country,civil-military integration was an important grasp to promote national defense security progress,the continuous improvement of scientific and technological level,and orderly economic growth.At present,our country has been in an important stage from preliminary integration to in-depth integration,which coincided with the unprecedented great change in a century.It was urgently needed to base ourselves on the national conditions,conform to the general situation,grasp scientifically and define the goals,and do a good job of military-civilian integration under the overall planning to win strategic advantages.By describing the background,significance and development process of civil-military integration,it was elaborated that the concept and role of civil-military integration,further described the achievements of civil-military integration in recent years,combed out the temporary problems of the development of civil-military integration in China,and put forward and explored a new model of the development of civil-military integration.
