合作观念视域下中俄共建“冰上丝绸之路”动力和挑战

Motivation and Challenge of Sino-Russian Joint Construction of the "Polar Silk Road" from the Perspective of Cooperation Concept

共建“冰上丝绸之路”是中俄两国合作发展的又一重要领域,是中俄关系发展的新起点,两国领导人多次表达了合作的愿望。合作观念作为国家间合作的基本要素之一,在中俄共建“冰上丝绸之路”的倡议中起着重要的作用。分析俄罗斯对于与中国合作建设“冰上丝绸之路”的观念因素,有助于把握中俄两国在北极地区合作的动力和挑战。俄罗斯参与建设“冰上丝绸之路”主要有三种观念影响政策的因果路径,即俄罗斯的北极利益观,俄罗斯对中国北极利益的认知以及中俄北极合作的制度和规范。中国作为“冰上丝绸之路”的主要倡议者和重要参与者,必须充分挖掘与俄罗斯共建“冰上丝绸之路”的机遇与潜力,应对挑战。

Joint construction of the“Polar Silk Road”is another important area of Sino-Russian cooperation and also a new starting point for the development of Sino-Russian relations.Leaders of the two countries have repeatedly expressed the desire for cooperation.As one of the basic elements of cooperation between countries,the concept of cooperation plays an important role in the initiative of Sino-Russian joint construction of the“Polar Silk Road”.The analysis of Russia’s conceptual factors regarding cooperation with China in building the“Polar Silk Road”is helpful to grasp the motivation and challenge of Sino-Russian cooperation in the Arctic region.Russia’s participation in the construction of the“Polar Silk Road”is mainly influenced by three causal paths of the concept-influenced policies,namely,Russia’s view of Arctic interests,Russia’s perception of China’s Arctic interests,and the systems and norms of Sino-Russian Arctic cooperation.As the major proponent and participant of the“Polar Silk Road”,China must fully tap the opportunities and potentials of co-constructing the“Polar Silk Road”with Russia to meet the challenges.
