新时代开放型海洋渔业体系构建与创新路径探讨

Establishment of an Open Marine Fishery System and Innovation Path in the New Era

在海洋强国建设和“21世纪海上丝绸之路”倡议的背景下,中国亟待构建新时代开放型海洋渔业体系,创新国际渔业合作模式,培育和壮大现代渔业的“生产-加工-贸易”国际化网络,实现本土渔业企业“走出去”与海外优质渔业资源“引进来”的有机结合,助推传统渔业转型升级,打造出“向海经济”的高质量平台。文章探讨了“21世纪海上丝绸之路”赋予开放型海洋渔业体系建设的新内涵和新内容,结合基于“S-HORSES”结构的分析,本着“战略行动—科技兴渔为核、开放合作为先、资源共享为主、空间开发为导、蓝色生态为重、持续发展为本”的原则和理念,提出了构建新时代开放型海洋渔业体系的路径及实施举措。

Under the initiatives of building of marine economic powerful nation and 21st Century Maritime Silk Road,it is urgent for China to build an open marine fishery system in the new era.In doing so,we must develop new mode of conducting international cooperation of fishery,help develop internationalization network of modern fishery production-processing–trade,achieve the integration of"going global"and"bringing in",and boost the transformation and upgrading of traditional fisheries so as to create a high-quality platform to the sea economy.This paper first analyses the new connotation and content of the open marine fishery system construction that the 21st Century Maritime Silk Road has given to,based on the analysis of S-HORSES structure.And then,in line with the principles and ideas which is centering with strategic action and technology-based fishing,putting open cooperation first,focusing on resource sharing,keeping space development oriented,putting emphasis on blue ecology,seeking sustainable development,this paper puts forward the path and the implementary measures for building open marine fishery system of new era.
