摘要
科学评估矿产资源规划实施情况对矿产资源规划的调整、完善与发展具有重大推动作用。目前矿产资源规划实施评估还存在评估制度机制尚不健全、评估方法与理论体系尚不完善等问题,严重影响着其作用的发挥。新时代下要充分发挥矿产资源规划实施评估的作用,应明确并提高矿产资源规划的法律地位,建立完善矿产资源规划实施评估制度机制,建立科学的矿产资源规划实施评估的理论方法体系、数据管理体系、评估报告标准体系,并加大宣传力度以提高重视程度。
Scientific evaluation of the implementation of mineral resources planning plays an important role in adjustment,improvement and development of mineral resources planning.However,there are still some problems in current implementation evaluation of mineral resources planning,including the imperfect evaluation mechanism,evaluation methods and theoretical system,which are seriously affecting the effectiveness of implementation evaluation of mineral resources planning.In order to make the mineral resources planning play the greater role in new era,we should clarify and improve the legal status of mineral resources planning,establish and improve the mechanism of implementation evaluation system of mineral resources planning,and establish a scientific theoretical methods system,data management system and the standard system of evaluation report for implementation evaluation of mineral resources planning.Meanwhile,we should strengthen the propaganda work to increase the focus of attention.
