基于医疗应急管理视角下三级综合医院突发事件应急救援风险水平分析

Analyzing The Risk of Emergency Rescue in Grade Three Comprehensive Hospitals in View of Medical Emergency Management

目的:从医疗应急管理的角度,对某三级综合医院应急救援的突发事件风险水平进行评估,明确对健康损害较大的风险类型,为完善医院应急管理策略提供依据。方法:运用风险矩阵法对医院应急救援中可能应对的各类突发事件发生的可能性和严重性进行分析,并结合风险矩阵判断标准进行评估。结果:专家咨询认为在该院应急救援工作中,对人群健康损害最大的是社会治安事件,其次是暴雪、地震、火灾、道路交通事故、工矿商贸企业生产事故、传染病、食源性疾病等为高风险事件。结论:在医院应急救援中,应根据致人群健康损害风险不同,选择优先干预重点并制定相应医疗应急干预策略。

Objective To evaluate the risk of emergency rescue in one grade three general hospital in view of medical emergency management,identify the main risk types damaging to health,and provide basis for improving it.Methods The possibility and severity of all kinds of emergency events may be dealt with in hospital emergency rescue was analyzed with the risk matrix method,and evaluated combing with the risk matrix.Results According to the expert consultation,the main risk type damaging to health in the emergency rescue was social security incident,followed with snowstorms,earthquakes,fires,road traffic accidents,industrial and mining business accidents,infectious diseases,and foodborne diseases.Conclusion In the hospital emergency rescue,the prior intervention and corresponding medical emergency intervention strategies should be selected by its risk of health damage to the population.
