摘要
人才是科技创新的核心驱动力。以珠三角国家自主创新示范区科技人才政策为研究对象,利用文本分析法分别从微观层面科技人才重点培育对象、中观层面话语策略以及宏观层面政策效果探究科技人才政策。研究发现,科技人才政策注意力已经转向特定人才群体的专门化、精细化和差异化;科技人才政策体系日趋完善,政策示范领域趋向多元化;科技体制机制改革是示范区科技人才政策的重点;科技人才政策注重优化人才服务环境。
Talent is the core driving force of scientific and technological innovation. This paper takes the Pearl River Delta national independent innovation demonstration area as the research object. Text analysis is used to explore the policy of scientific and technological talents respectively from the key cultivation objects of scientific and technological talents at the micro level, the discourse strategies at the medium level and the policy effects at the macro level. The results show that the policy attention of scientific talents has turned to the specialization, refinement and differentiation of specific talent groups; the scientific talent policy system is improving day by day, the field of policy demonstration tends to be diversified; the reform of the system and mechanism of science and technology is the key point of the policy of scientific talents in the demonstration area; and the policy of scientific and technological talents pays attention to optimizing the Service Environment of talents.
