粤港澳大湾区高校专利转移、许可现状、挑战和建议

Present Situation, Challenges and Suggestions of Patent Transfer and License in Guangdong-Hong Kong-Macao Greater Bay Area Colleges and Universities

对粤港澳大湾区高校专利权(申请权)转移、许可现状及地域分布情况进行研究分析。粤港澳大湾区内高校的专利转移、许可较为活跃,为区域经济发展形成创新支撑,但与湾区内高校雄厚的研究实力以及湾区建设国际科技创新中心的需求还不相匹配。建议粤港澳大湾区提高高校的高价值专利产出,完善高校的专利转化运用机制,营造良好的专利转移、许可环境,充分利用湾区进一步优势资源,为湾区新兴产业发展提供创新源泉和动力。

This paper studies the present situation and regional distribution of patent right(application right)transfer and license in Guangdong-Hong Kong-Macao Greater Bay Area colleges and universities.The patent transfer and license of Guangdong-Hong Kong-Macao Greater Bay Area colleges and universities is more active,which forms innovative support for the development of regional economy,but it does not match the strong research strength of colleges and universities in the bay area and the demand of building an international scientific and technological innovation center in the bay area.The paper proposes to improve the high value patent output in colleges and universities,to improve the application mechanism of patent transformation,to create a good patent transfer and license environment,to make full use of the advantage resources of the bay area,and to provide an innovative source and power for the development of the new industry in the Guangdong-Hong Kong-Macao Greater Bay Area.
