近代淮河流域社会问题与社会控制——以民国时期的匪患为例

Social problems and social control of Huai River basin in modern China

近代淮河流域社会问题严重,尤以民国时期的匪患问题最为典型。独特的地理条件与频繁发生的自然灾害,以及历史与现实因素的共同作用,使得民国时期淮河流域的匪患积重难返,成为各级政府与社会舆论颇为关注的焦点问题。为根除匪患,社会各界积极建言献策,各级政府也多管齐下,剿抚并施,但都不能根除这一社会毒瘤。

The social problems in the Huai river basin were serious in modern China,especially in the Republic of China.Due to the unique geographical conditions and frequent natural disasters,as well as historical and realistic factors,the banditry in Huai river basin during the period of the Republic of China was out of control,and drew attention of governments at all levels and public opinions.In order to eradicate banditry,all parts of society actively offered advice and suggestions,and governments at all levels took multi–pronged measures either in suppression or pacification.But the problem still remains unsolved.
