Analysis on Strategies to Solve the Financing Bottleneck of Small and Medium-sized Science and Technology Enterprises in Henan Province under the Background of Supply-side Structural Reform

创新是引领发展的第一动力。研究发现,缺乏有效的融资政策支持、投融资体系不健全、科技型中小企业发展实力不强等是河南省科技型中小企业融资难的主要原因。通过系统梳理国内外科技型中小企业融资模式,发现国外有市场化融资模式、政策性融资模式、追赶发展融资模式等3种模式,它们在主导力量、实施区域等方面有一定的差异。为此,需要建立和完善科技型中小企业信用体系、知识产权保护体系、创业融资容错机制、支持体系、知识产权驱动型创新生态体系,不断优化科技型中小企业发展融资环境。

Innovation is the first driving force of development. The study finds that the main reasons for the financing difficulties of small and medium-sized science and technology enterprises in Henan Province are the lack of effective financing policy support, the imperfect investment and financing system, and the weak development strength of small and medium-sized science and technology enterprises. By systematically combing the models of small and medium-sized science and technology enterprises at home and abroad, it is found that there are three modes in foreign countries: market-oriented financing mode, policy-oriented financing mode and catchup development financing mode, which have certain differences in the leading force and implementation area. Therefore, we need to establish and improve the credit system, intellectual property protection system, fault-tolerant mechanism of venture financing, support system and intellectual property-driven innovation ecological system of small and medium-sized science and technology enterprises, to constantly optimize the financing environment for the development of small and medium-sized science and technology enterprises.
