Logical Analysis of the New Round of Rural Land System Reform

农村土地制度改革不仅是全面深化改革工作的重要组成部分,同时也是推进国家治理能力现代化的客观要求。面对加快推进农业现代化的新形势新任务,深化农村土地制度改革势在必行。党的十八届三中全会后,中央出台了《关于全面深化农村改革加快推进农业现代化的若干意见》,文件从土地承包政策、征地制度、宅基地管理制度、农村集体经营性建设用地入市四个方面提出了深化农村土地制度改革的总体意见。新一轮的农村土地制度改革以明晰产权为导向,切中当前我国农村土地制度中存在的问题,在遵循渐进性和稳定性的前提下,更加重视对农民利益和耕地的保护。

Rural land system is related to the overall economic and social development of our country and the vital interests of hundreds of millions of farmers.The reform of rural land system is not only an important part of our comprehensive deepening reform,but also an objective requirement to promote the modernization of national governance capacity.In early 2015,the Central Committee issued document No.1 with the theme of“agriculture,countryside and farmers”for twelve consecutive years,followed by the publication of“opinions on rural land expropriation,the introduction of collective operating construction land into the market,and the pilot work of housing land system reform”,which marked that a new round of rural land system reform,which had been brewing for a long time,was about to enter the pilot project.At this stage,it will be the biggest reform of rural land system since the implementation of the household contract responsibility system.The new round of rural land system reform must be guided by clarifying property rights,so as to address the problems existing in the current rural land system in China.On the premise of graduality and stability,this reform needs to pay more attention to the protection of farmersinterests and cultivated land.
