优化国有参股资本监管的对策研究

Study on the Countermeasures of Optimizing the Supervision of State-owned Share Capital

随着国有企业改革的深化,完善以“管资本”为主的国有资本监管体制机制、积极维护国有参股股东权益、优化国有资本布局和结构以及维护国有资本安全的重要性不断增强。现阶段国有参股企业中国有资本的监管仍面临着外部监管制度不健全、参股投资决策制定及投资评价机制不完善、派驻代表参与经营未能发挥有效作用等问题,对此应有针对性地完善国有参股资本监管,积极探索国有资本参股投资股权管理,维护国有资本股东权益,提高国有资本运营效率,促进国有资本保值增值。

With the deepening of the reform of state-owned enterprises,the importance of improving the supervision system and mechanism of state-owned capital,actively guaranteeing the rights and interests of state-owned shareholders,optimizing the layout and structure of state-owned capital and safeguarding the security of state-owned capital has been increasing.At present,the supervision of state-owned capital in China′s state-owned shareholding enterprises still faces such problems as imperfect external supervision system,imperfect investment decision-making and investment evaluation mechanism,and the failure of the resident representatives to play an effective role in participating in the operation.Therefore,we should enhance the supervision and administration of the state-owned cap?ital,protect the state shareholders′rights and interests,improve the operating efficiency of state capital,and promote the maintenance and appreciation of state-owned capital.
