摘要
伴随着互联网技术进步和公民意识不断崛起,网络社团日益发展壮大并成为打造共建共治共享社会治理格局的潜在力量,有助于更好地实现协同治理、增进政社互动。当前,应该顺应网络社团呈现出的法人推动和公益引领的成长趋势,继续坚持底线监管,不断优化外部制度环境。同时,进一步整合网络社团发展的零散力量以形成公益合力,创造有利条件使发展相对成熟的网络社团转化为合法注册的正式社会组织,为完善现代社会治理体制提供新兴的参与主体。
With the progress of internet technology and the rising of civic awareness,the network association has experienced rapid development and become a potential strength for the social governance model based on collaboration,participation and common inter?ests,which is conducive to better achieve collaborative governance and enhance the interaction between government and society.At present,we should conform to the growth trend of the network associations which is promoted by legal persons and led by public wel?fare,continue to adhere to the bottom line of supervision,and constantly optimize the external institutional environment.At the same time,we should further integrate the scattered forces of the development of network associations in order to form the joint forces of pub?lic welfare,create favorable conditions to transform the relatively mature network associations into legitimate registered formal social or?ganizations,and provide new participants for the improvement of modern social governance system.
