供给侧改革下农户安全食品供给能力提升研究——以河南省南阳市为例

Research on the Improvement of Farmers’ Ability to Supply Safe Food under Supply-Side Reform—A Case Study of Nanyang City in Henan Province

人们生活水平的提高和对高生活品质的追求,迫使我国要深入推进农业供给侧结构性改革,全面提升农产品质量和食品安全水平,作为替代化学农药的生物农药引起安全低毒高效的特性越来越受到重视。以河南省农业大市南阳市为例,用二元logistic模型实证分析了农户对生物农药的施用意愿。结果表明,农药信息来源渠道越多、对生物农药越了解、对农产品生产安全性评价越低的农户越愿意施用生物农药,政府对农产品进行检测、提供相关技术培训时,农户愿意施用生物农药。此外,年龄越大、受教育程度越高、家庭儿童数越少、蔬菜收入在家庭收入中占比越高的农户越愿意施用生物农药。根据上述结论,从政府规制、生物农药宣传以及农户培训3个方面提出相关对策建议以提高安全农产品供给能力。

The improvement of people’s living standards and the pursuit of high quality of life force China to push forward the supply-side structural reform of agriculture and comprehensively improve the quality of agricultural products and food safety.As an alternative to chemical pesticides,biological pesticides have attracted more and more attention for their safety,low toxicity and high efficiency.This paper takes Nanyang,a major agricultural city in Henan Province as an example to analyze the willingness of farmers to apply biological pesticides with the binary logistic model.The results showed that farmers who had more sources of pesticide information,better understanding of biological pesticide and lower evaluation of agricultural product production safety were more willing to apply biological pesticide,and farmers were more willing to apply biological pesticide when the government tested agricultural products and provided relevant technical training.In addition,farmers with older age,higher education exposure,fewer children in the family,and a higher proportion of vegetable income in the family income are more willing to apply biological pesticides.Based on the above conclusions,this paper puts forward relevant countermeasures and suggestions from three aspects of government regulation,biological pesticide publicity and farmer training to improve the supply capacity of safe agricultural products.
