上海市对排污许可证核发质量的评估分析

A Quality Evaluation on the Issuance of Pollutant Discharge Permits in Shanghai

通过对上海市2017、2018年全市核发的排污许可证进行的全面质量评估工作,分析了基本条件审核、登记事项规范性审核、大气及水污染物排放信息审核、核发流程审核等排污许可证核发中存在的问题,探讨了如何提升上海市排污许可证核发质量,以及落实对已发许可证质量的监督整改。

Based on the overall quality evaluation conducted on pollutant discharge permits issued in the period of 2017 and 2018 in Shanghai,existent issues in a variety of examinations were analysed on basic conditions,normalisation of registered items,information about discharges of gaseous and aqueous pollutants,permit issuance processing,and etc.How to enhance the quality of the issuance of pollutant discharge permits in Shanghai was discussed,as well as to implement the supervision to rectify the quality of issued permits.
