The legal basis of the air pollutant emission permitting system in the United States was encapsulated,and its permit issuing process and supervising performance were elaborated in detail.It has indicated that the air pollutant emission permitting system of the United States,a refined pollutant emission control measure,could assist enterprises to gradually accomplish their self-management and technical optimisation.It may offer a reference for the issuance and post-management of pollutant emission permits in China.
