推动开放包容 互利共赢的中国对外经济战略

To promote China’s external economic strategy of Openness, Inclusiveness and Mutual Benefits

本文提出了新时代实施中国对外经济战略的总体思路。在以高标准国际经贸规则推动贸易强国战略方面,积极推动多边、双边高标准自贸区建设,主动对接高标准国际经贸规则推动高水平开放,把握数字贸易规则制定的主动权;在推动“引进来”与“走出去”并重的投资战略方面,应发挥吸引外资的综合优势提高利用外资综合效益,以完善全球制造、服务、创新体系和建立战略资源海外供给保障体系为重点不断完善对外投资布局;在构建对外金融体系方面,重点是推进人民币国际化和推动金融机构“走出去”;在发挥外交、军事和外援的共同支撑作用方面,以“构建人类命运共同体”为核心实施大国外交战略,以强大的军事安保力量保障海外经济利益安全,促进对外援助与对外投资协调发展;并提出了参与全球经济治理体系变革的思路。

This article proposes that the general idea of implementing China’s external economic strategy in the new era.In promoting the strategy for building up national strength with high-standard international economic and trade rules,it would be actively promoted the construction of multilateral and bilateral high-standard free trade zones,and it would be proactively docked high-standard of international economic and trade rules to promote a high level of openness,and to grasp the initiative of formulating digital trade rules.In promoting the investment strategy of“bringing in”and“going out”,we should give full play to the comprehensive advantages of attracting foreign investment,and improve the comprehensive benefits of utilizing foreign capital,and focus on improving the global manufacturing,service,innovation system and establishing strategic resources overseas supply security system to improve the layout of foreign investment.In the framework of the external financial system,we focus on promoting the internationalization of CNY(Chinese Yuan)and promoting the“going out”of financial institutions.In the joint support of diplomatic,military and foreign aid,to implement the strategy of diplomacy among great powers with the core of“to Build a Community of Shared Future for Mankind”,to promote the coordinated development of external aid and investment by protecting the security of overseas economic interests by strong military security forces.This article also proposes the ideas for participating in the reform of the global economic governance system.
