我国住房制度演化轨迹和长效机制的建立

China’s housing system evolution trajectory and the establishment of long-term mechanism

住房制度改革是我国经济体制改革的重要组成部分。改革开放后,我国打破了传统的福利分房体系,确定了住房市场化的改革方向,住房改革取得了巨大的成就,基本建立了满足不同人群住房需求的多渠道供应、多层次保障的住房供应及保障体系,居民住房条件大大改善,房地产业极大拉动了经济增长。随着“房住不炒”理念的提出,我国住房市场进入转型发展新阶段,为构建住房市场平稳健康发展的长效机制,应协同推进住房、土地、财税等相关制度改革,分类培育和发展住房租赁市场,调控政策坚持因城因房施策,完善住房领域法律法规等。

Housing system reform is an important part of China’s economic system reform.After the Reform and Opening-up,China broke the traditional welfare housing system,determined the reform direction of housing marketization,and achieved great achievements in housing reform.It basically established a multi-channel supply and multi-level housing supply to meet the housing needs of different groups of people.And the security system,the housing conditions of the residents have been greatly improved,and the real estate industry has greatly boosted economic growth.With the concept of“housing is for living in,not for speculation”,China’s housing market has entered a new stage of transformation and development.In order to build a long-term mechanism for the stable and healthy development of the housing market,we should jointly promote the reform of housing,land,finance and taxation,and etc.In the housing leasing market,the regulatory policies adhere to the city’s housing policy and improve the housing laws and regulations.
