浙江省普通高等学校公共体育课程设置与实施状况调研与对策分析

Research and Countermeasures on the Setting and Implementation of Public Sports Curriculum in Zhejiang Ordinary Institutions of Higher Learning

《高等学校体育工作基本标准》是全国高等学校体育工作的标准性工作制度,全省各类高校贯彻落实状态,对全力打造“教育强省”的浙江省高等教育工作具有主要意义,其中公共体育课程建设水平是《基本标准》的核心要素。以问卷调研法、专家法和数理统计等研究方法,对浙江省92所高等学校贯彻落实《基本标准》情况进行调研和分析,结果如下:①全省高校目前贯彻落实《基本标准》情况总体为良好水平,普通本科、独立学院和高职高专院校之间齐整性好;②全省高校公共体育课程开齐良好,但开足率不足四成;③全省不同类型高校在公共体育课程设置门数、体育班级人数设置方面存在显著差异;④目前全省高校在保障公共体育课程运行方面,体育师资人力资源因素是制约高职院校公共体育课程实施不充分、不到位和不均衡的关键因子。

The Basic Standards for Sports Work in Colleges and Universities is the standard working system for sports work in institutions of higher learning throughout the country.The implementation status of various colleges and universities in the province has major significance for the higher education work in Zhejiang province,which is dedicated to building a“strong education province”.Among them,the level of public sports curriculum construction is the core element of the Basic Standards.The survey and analysis of the implementation of the Basic Standards in 92 institutions of higher learning in Zhejiang province by means of questionnaires,expert methods and mathematical statistics has yielded the following results:1.The current implementation of the Basic Standards in universities across the province is generally at a good level.Normal undergraduate,independent colleges and higher vocational colleges are well integrated.2.The public sports courses in colleges and universities in the province are well opened,but the opening rate is less than 40%.3.There are significant differences in the number of public sports courses and the number of sports classes in different types of colleges and universities in the province.4.At present,the human resource factors of physical education teachers in colleges and universities in the province are the key factors that restrict the insufficient,inadequate and unbalanced implementation of public physical education courses in higher vocational colleges.
