中美贸易争端背景下美国关税措施合法性分析及应对

Study on the Legitimacy of US Tariff Measures Under the Background of China-US Trade Disputes

从2017年8月的“301调查”到2018年8月美国单方面向2 500亿美元的进口中国商品加征关税,美国的行为属于单边提高关税,违反了WTO的相关协定,并且缺乏法律和事实依据,这严重影响了中美正常关系和正常贸易。因此中国应当提出适当应对措施,减轻贸易争端带来的负面影响,以此捍卫国家尊严和人民利益,捍卫国际自由贸易和多边体制。

From the investigation on ground of“Special 301”term in August 2017 to August 2018,the US unilaterally imposed additional 250 billion dollars tariffs on Chinese imports.The US unilaterally raised tariffs,which violated the relevant WTO agreements and lacked legal and factual basis.This has seriously affected China-US relations and trade.Therefore,China should propose appropriate countermeasures to mitigate the negative impact of trade disputes,so as to safeguard national dignity and people’s interests,as well as maintain international free trade and multilateral system.
