“观念、利益、制度”分析框架下运动休闲特色小镇惠民政策研究

The Benefiting People Policy Analysis of Leisure Sports Characteristic Town Under the Framework of "Concept,Interest and System"

为保障运动休闲特色小镇健康可持续发展,实现对人民美好生活的促进作用,以“观念-利益-制度”为分析框架,采用文献资料、逻辑分析、实地调研等方法对运动休闲特色小镇惠民政策进行分析。研究发现:当前我国运动休闲特色小镇建设在观念上存在民需取向与功利导向、民生取向与面子工程导向之间的博弈;由于不同主体的利益诉求不同,存在惠民价值偏离,评价体系单一,权益保障不力等问题。提出应以人民为中心的运动休闲特色小镇制度创新策略,形成体育惠民的顶层设计制度,实施惠民激励制度,完善考核、评估和监督制度,加强改造和培育非正式制度。

In order to ensure the healthy and sustainable development of small towns with sports and leisure characteristics and to promote the people’s better life,this paper takes " concept-benefit-system" as the analytical framework,and uses the methods of literature,logical analysis and field investigation to analyze the policy of benefiting the people in small towns with sports and leisure characteristics. The research finds that: at present,there exists a game between people’s demand orientation and utilitarian orientation,people’s livelihood orientation and face engineering orientation in the construction of sports and leisure Characteristic Towns in China;due to the different interests of different subjects,there are problems such as deviation of benefit value,single evaluation system and inadequate protection of rights and interests. It is suggested that people-centered innovative strategies of sports and leisure characteristic towns should be adopted to form top-level design system of sports for the benefit of the people,implement incentive system for the benefit of the people,improve the assessment,evaluation and supervision system,and strengthen the transformation and cultivation of informal system.
