我国地方政府数据开放平台信息资源整合研究

Research on Information Resource Integration of Local Government Data Open Platform

截至2018年4月,我国已开放25个较为完善的地方政府数据开放平台,研究基于基础层、数据层、平台层和应用层四个层面,对当前地方政府数据开放平台存在问题的分析表明,各地方政府数据开放平台数据标准不一,平台间信息缺乏逻辑关联性,信息孤岛现象严重阻碍了地方政府数据开放平台信息资源共享。为提高政府数据开放平台信息资源的逻辑关联性,促进我国政府数据开放平台进一步发展,地方政府数据开放平台建设要在制定长期的战略规划、统筹数据关系、统一分类标准、降低数据获取门槛、加强数据分析等层面进行长远规划。

By April 2018,China has opened 25 relatively complete local government data open platforms.The research analyzes the problems existing in the current local government data open platform from such four levels as the basic layer,the data layer,the platform layer and the application layer.The results show that data standards vary in different local government platforms and the information between platforms lacks logical relevance.The information island phenomenon seriously hinders the sharing of information resources of local government data open platforms.In order to improve the logical relevance of government data open platform information resources and promote the further development of China's government data open platform,the construction of local government data open platform should be mapped out in a long-range way from such four aspects as formulating long-term strategic planning,arranging data relations as a whole,unifying classification standards,lowering data acquisition thresholds and strengthening the data analysis.
