禁毒人力情报工作存在的问题与对策

缉毒侦查人员对技术情报的过度依赖导致人力情报工作被弱化甚至被忽视,但技术情报的便捷、高效并不能取代人力情报在缉毒侦查中的重要作用。缉毒部门应更新思想观念,重新认识人力情报在禁毒斗争中的重要地位,加大现代人力情报人才的培养力度,加强和完善秘密力量建设,建立健全带情人员考评奖惩制度,充分调动人民群众提供毒品违法犯罪线索的积极性,将技术情报与人力情报有机结合、优势互补,全方位精确掌握毒品违法犯罪的情况,为预防和打击毒品违法犯罪提供强大的情报支撑。

The excessive dependence of drug control investigators on technical intelligence has led to the weakening or even neglect of human intelligence,but the convenience and efficiency of technical intelligence cannot replace the important role of human intelligence in investigation.The drug control department should update its ideological concepts,re-recognize the important position of human intelligence in the fight against drugs,advance the training of modern human intelligence personnel,strengthen and improve the construction of secret forces,establish and improve the system of evaluation and pun?ishment for people of intelligence,and fully mobilize the people to provide clues of drug crimes.It is necessary to combine technical intelligence with human intelligence and to complement each other’s advantages,so as to comprehensively grasp the situation of drug crimes,and provide strong intelligence support for preventing and combating drug crimes.
